I like to farm in Nagrand at the Stonemaul Ruins (I think?) in the Eastern part of the zone. Essentially where the ogres are :) They drop runecloth and netherweave in decent amounts, plus you get kurenei rep every kill and also warbeads that can be turned in for kurenei or consortium rep. Good stuff all around.
Best spot to farm runecloth alone would be Tyr's Hand in Eastern Plaguelands. Netherweave alone, I would assume any 66+ mob has the highest drop rate, but you can just search it to check.

Note: See the search bar to the left? Make it your friend :) You could have searched for runecloth and gotten a breakdown of every mob in the game that drops it, just farm the one with the highest rate.

Depending on the rep you want, those ogres are good, or the blood elves at firewing post.

Once you get to level 60 I found that netherweave drops so often that I didn't even have to worry about farming it. Runecloth drops a lot less often on the other hand and I found the orges outside Dire Maul in Feralas have a good drop rate.

The highest lvl cauldron farm in WPL (Gherron's haunt maybe?) drops a ton of runecloth. Mobs drop 2 at a time at probably an 80% rate.

Netherweave... you get so much of it in Outlands you practically throw it away.

My little tailor shudders at the last couple comments. I have used about a bazillion stacks of netherweave getting up to 355 in tailoring and I need 2 bazillion more to get up to 375. I currently have none.

Whining aside, I'd agree with the comments about tying your cloth farming up with a rep grind of some sort. For instance, I was killing the Kil'Sorrow mobs in SE Nagrand for a while because they were dropping marks to raise my Aldor rep at the same time as a good netherweave drop rate.

Also good advice above to use the search function. Scan down the list until you get to a mob and/or zone that is near your level and look for mobs that have been killed thousands of times with a good drop rate.

Then get to killing. :)

Having leveled my first aid up to 375 recently, I was lamenting my inability to access mobs that drop netherweave (I'm lvl 52 atm). However, the first graveyard outside of the fp in WPL (Sorrow Hill?) is a great place for runecloth. The mobs are low (50-52) and most will drop 2 or 3 pieces of runecloth. You can get some stacks together quickly and grind your Argent Dawn rep at the same time.
