Where do I go, take it in Outlands but have finished with one in HH and one outside of HH won't talk to me. One in Shatt City wont train either. Looked at chart but dont understand who is trainer from this point on.

Your trainer is probably in Hellfire city it's where the Hordes is as well. He might be a vendor not only a trainer so check all NPC's. He's usually in the begining city in hellfire.
The Grand Master trainer is the only one who provides trainer-taught plans, this ends at 350 skill with Felsteel Whisper Knives.
You can learn additional plans that are sold as limited supply plans or by faction quartermasters (requiring you to have certain a certain rep level with that faction) and you can obtain plans that drop from various mobs.

Yes, thanks for that great info. I'm about to hit 300 (about meaning a week or two while I farm thorium >.< ) and this will really help me to keep track of what to look for.

thanks to the fact that ive been REALLY unlucky when it comes to the BoP blacksmith-only plans, my projected mat usage for the 370-375 push is 50 primals and 70 fel iron bars. 20 primal fire, and 30 primal water.
