Could you make a http://www.thottbot.com/?i=56677
then in offhand use http://www.thottbot.com/?i=54299 ie the lesser version of the weapon. Are they considered unique for any of the tiers of the weapon or are each of them different. I am assuming they are different like the pvp weapons.

Yes, you can, you just need to make the upgrade before you make the next one.
