My Leatherworking is 300/300 how do i raise the max higher than 300?

You need to get into outlands and talk to the grand master trainer. You can't go through the dark portal until level 58 so if you want it before then you will have to find someone to summon you there, or open you a portal. Trainers are in either Shattrah City or Honor Hold.
The LW trainer in Honor Hold is the dwarf sitting next to the still outside the Inn.

If you have BC installed and what not but your not lvl 58 you can still get to OutLand by summon or portal? does this mean that you will not be able to leave the city if you are ported?
If you can get summoned or portaled to Shattrah City, there are one-way portals there that anyone can use to get back to the major cities. Might be a good idea to set your hearthstone to Shattrah City first, though. That way you can hearthstone back if you need to return.

If someone I don't know asks me for a summon to Shattrath, I will gather two friends and summon - to the wildest part of Terrokar forest I can find.

On my server, there's already an enterprising mage setting up a shattrath portal service for 3g50s :) He's advertising regularly on the trade channel. Any poor mage (or maybe even warlocks with two sidekicks) should consider this. Should be easy money.
