So Jewel Crafting is Burning Crusade only then?

Is it level specific, or do i just have to fork out for the expansion to get a new skill?

well its 'lvl specific' just like all the others are, ie cant raise cap from 225 to 300 until lvl 35 and 300 to 375 until 60(I assume, might be 58?)
