Enchanting armor and weapons in TBCFollow

I heard recently that in the burning crusade there will be a lvl range for enchants, eg. weapon dmg +5 can be only enchanted to weapons and armor lvl 45and higher? I was just thinking if this is true? would appreciate if someone would have any information about this eg. what lvl range is for some enchants?

I think some of the new enchants specifically say on them "requires a level X item or higher." The only ones that I've taken notice to are level 35+.
