You have to renew your Gnomish engineering membership. You'll receive a gift in the mail about 24 hours after you renew. This gift has a small chance to be the schematic for Lil' Smokey.

If you realy want the lil guy, you can distroy your gnomish membership card and buy a new one, I spent about 80 some odd gold on it, and i hear i was lucky to get him that cheap.
