Blacksmithing 225+Follow

At this moment im writing this post, i'm currently stuck at blacksmithing 225.
The bar is filled, and i've been to BB to see the goblin for further 225-300.

BUT! he won't give me the skill to get 225-300.
Atm im really frustrated, and kinda giving up.
Its really inconvenient cause i need the stuff that i can make with 230 to do my armorsmith quests, and im sitting here banging my head to the wall :(

More of you had this problem and got it solved?
Would be great with a feedback from one or two with the magic key to solve it all
