Personally, I would go with Crusader, if you have the money. Something based on a per-minute proc rate rather than a % chance on swing.
i don't know much about shammies, but for warrs, also take into consideration instant attacks. skills like mortal strike, whirlwind, and overpower favor slow weapons with high top end damage, and the +dmg serves to push it a bit higher.
all enchants have a chance per hit. crusader is 1 proc per minute, and lifestealing and fiery are 6 procs per minute. these get changed into chance on hit based on weapon speed.
