Quick question, Do you always go up a point in enchanting when dis-enchanting.....or does it depend on the level of what you are disenchanting??

You can disenchant any level item and get a skillup until your enchanting skill reaches approximately 60. After that, disenchanting no longer gives skillups and you'll have to rely on actually enchanting items to go higher.
