My advice is to read the top thread in this forum entitled "Trade Skills Sticky" and look for the section on Fishing. It will answer your question and some you haven't even thought to ask, yet.

As you will no doubt find in the trade skills sticky, it really doesn't matter where you fish to level your skill - the only thing that matters is how quickly you catch fish. You can grind all the way to 300 in the lowest types of fishing water. Higher level areas will have (arguably) more valuable fish to catch, but you will need to have a higher fishing level to catch them consistently or spend money on lures.

Unfortunately, you will have to do some traveling to open your skill caps. The trainers will get you up to 150, then you have to get a book from Booty Bay (or the AH if some entrepreneur has done the traveling for you) to open it to 225, then once you've hit 225 fishing and level 35 character, go to Nat Pagle in Dustwallow Marsh for a quest to open it to 300. Then you can go back to your lowest level zone if you wish and keep fishing and keep grinding fish all the way to 300.
