It blesses the wielder with great strength. 100 strength for 15 seconds, if I remember correctly. And it procs something like 1 time per minute, though you shouldn't quote me on that, since I can't remember where I read that.

I think its somewhere near 70 - 74 ish health. I remember having a video of a Rogue with it one his daggers healing for about that much. Although it maybe be based on your health to start with like 2%of based/buffed health, but I'm not realy sure.

Permanently enchant a melee weapon so that often when attacking in melee it heals for 75 to 125 and increases Strength by 100 for 15 seconds.

Yah, i looked.

It's also worth mentioning that if you dual wield, and put the enchant on both weapons, the +strength buff stacks. So if it procs once from your main hand, and then 12 seconds later procs from the offhand, you will get a +200 strength buff for 15 seconds at that point. Yes, the offhand will refresh the timer for the combined buff.

In other words, crusader (x2) is WAY better than crusader (x1). When one considers that the proc is meant to go off twice per minute, per hand, you can have them both stacked up quite frequently.

No, that doesnt happen. If you're dual wielding to weapons with crusader enchants and they both proc at the same time, you get the +200 str. If you proc, then proc again within 15 seconds it resets the timer.
