i've just got my mining up high enough to mine small thorium veins. is there anywhere suitable for a level 41 to go or will i have to hold out until i'm a higher level?

Opps looks like if you search for thorium and vein, it will give you your awnsers.

There are a few veins in the Hinterlands, Feralas, and Searing Gorge but they are fairly rare (from my experiences). There are some in Tanaris, but you have to deal with the bugs at the Noxious Lair or the Gaping Chasm, which can be a pain solo. The best place for a level 50 is Ungoro Crater.
What's the difference between a regular and an ooze covered vein?
