How do you make more than one action bar on your screen like on top of the regular one or on the side I have seen some on friends computer and some on pvp viedos please need some help

Pust Esc key and go into interface options, there are checkmarks for right/left actionbar 1/2.

Or you could download an interface plugin. I'm using Discord action bars, but if you're just looking for an extra action bar and nothing else, then the built in bars will do just fine.
