Well you need to have at least 225 with some bait to fish for stonescales. You can get the book for fishing to 225 in Booty Bay I believe. I'm alliance, PVP server, I have a twink lvl 29 and use fishing for money and don't fish on my mains server. If you are in a PVE or or higher level then the Tanaris shoreline is the best place to fish for them. Personally I fish in Feathermoon(no gankage). No there are no schools, and they are a pretty rare drop, I get about a stack ever hour or so. The drop rate is best after 12pm server time, and mediocre between 6pm and 12pm. Hope I answered your questions.

Stonescale Eels do not school. They are solitary creatures that dwell in rocky holes among other very tough fish.

To get above 150, you need to buy the book from the fisherman in Booty Bay. In order to read the book, you need to be at least level 20.

I've found that at 225 skill, I get a lot of "your fish got away!" messages in Tanaris (my favorite place to fish for stonescale eels). With a +75 lure, I don't lose any fish. I suspect that anything that will get you to around 250 skill would have the same effect (e.g. you can start fishing there at 145, with a +5 pole and a +100 lure).

I haven't found any change in the number of eels due to server time. The catch has been a fairly steady 10% no matter what time of the day.

I don't know...I used to think it was really unlikely that the drop rate for eels increased after midnight...but I've been doing a lot of eel fishing lately, and I'm really convinced that it at least doubles.

At an adjusted 250, you'll miss about half the fish in Tanaris. At 275, probably about a third get away. At ~300, you'll catch 'em all.

Now, Bay of Storms - which has a better drop rate an elemental water schools - will require you to have 400+ to not be annoying. At 350, you simply miss them all. At 400, I think I miss a third. I haven't tried 425 or 450 yet, but I will soon.

Tried it. In Bay of Storms, you won't miss fish at 425. 450 wasn't necessary. Love the elemental pools. No love for the death run to the beach or those high-level murlocs (a solitary level 49 there looks like a sandwich to the indigenous wildlife).

One of the undocumented 1.11 changes is that there will be stonescale eel schools along the coast of Tanaris:

Now if they added eel schools to Bay of Storms, that would be better. It's dangerous to get to at lower levels. It would be really nice for them to create a use for Lightning Eel and Plated Armorfish.

Anyway, if I have to brave giants to catch Essence of Water the least they could do is add eel schools...or some really good flotsam.

Tanaris is too easy to get to for eel schools.

I'm getting around the same level as the OP and could use the Essence of Water for tradeskills also...but I failed Azaroth geography, could anyone please point out where the "Bay of Storms" is? :P

Bay of Storm is to the east of Ashara, around 64,54. You WILL get lots of "Your fish got away" message unless you have 300 Fishing, +100 Fishing from Aquadynamic Fish Attractor and +20 Fishing from Big Iron Fishing Pole.
