Abolish Magic.. where does it come from?Follow

I've been wondring for very long time now
Where does the spell "Abolish magic" come from? is it an item or a char spell?

I have searched and searched but couldnd find andthing.. when you look up the spell it just gives you the spell but it doesnt tell you where it comes from :(

Please help a player in need..

it is a item effect, not a player spell, priest can remove magic, but not abolish.....
but you did post in the worng place, this is for tradeskills.
