Enchanting: +22 Int.Follow

Hey, I've heard acouple of people mention a +22 int enchantment for a two-handed weapon and I was just wondering: Is this a normal enchantment, just rare and hard to get like alchemist flasks or something? I can't seem to find a recipe on this site, so is it taught by a trainer? I figured it was just a rare drop but I couldn't seem to find what dropped it. I was just wondering because I wanted to know if it was out of my price range to buy as a casual gamer. My higest is a 52 mage and I was hoping to get it, but I don't know if I could afford it.

(Oh, I'm looking to buy the actual enchant for a staff of mine. Buying the recipe would be quite a bit more, I'd imagine. Does anyone have guess as to average price for this enchant? I'm on Frostwolf, if that helps.)

I would say the price is way above 100g. You have to be exalted with the Thorium Brotherhood I think

To learn the enchant requires 300 enchanting skill and Revered reputation with the Thorium Brotherhood (not Exalted). To get to Revered you need to hand in 2400 Dark Iron Ore, this is obviously very time consuming and/or expensive depending on if you are mining it yourself or buying on the AH. In other words, the recipe isn't 'rare' as such but it takes considerable effort to get the pre-reqs for learning it.
