The trainer for alliance is Doctor Gustaf VanHowzen in
Theramore, you need to have first aid skill 240 for him to give you the ability. I'm not sure for horde but I think the skill level is the same.

The Horde vendor is in Dustwallow Marsh just enter the zone from barrens and go along the left path, you will see the arrow on your map. Its really easy to get to and you can buy all the books even if u dont have the skill yet.
The trainer to break the 225 cap will teach you Heavy MAgeweave at 240 skill.
Alliance - Theramore
Horde - Hammerfall
He teaches Runecloth around 265ish, and heavy Runecloth at 290ish. All you have to do once you've done the 225 quest is re-visit them and you'll learn the skill.
