I'm currently 145 LW and cap is 150, where is the trainner i need to talk to so i can raise my lvl?

Usually if you talk to a trainer that can't train you either because you are too high or too low level, he will tell you who you need to go to. Just find any LW trainer and when you click on them, read their conversation.
