My FA skill is at 180, where do I go to learn Heavy Silk Bandage? Alliance side.

The heavy silk bandage is learned from a book that is sold by a guy in Stromgarde Keep in Arathi Higlands from one Deneb Walker.

You might also look on the AH for the book. I have seen it for sale there.
