Booty Bay, below the inn. Talk to Old Man Heming and you can buy a book named "Expert Fishing - The Bass and You". This will allow you to increase your fishing to 225.

Also, take a little time to investigate this website. If you had checked the guide section you would have found the following:

You also have to be level 20 to read the book.

Booty Bay is easy to reach if you are a horde character. Go to Ratchet (in the Barrens), and take the boat.

For an Alliance player, it's a bit more difficult, even on a PvE server. You have to make your way to Auberdeen, past Darkshore into Ashenvale, and then head into the barrens. If you are anything but a night elf, you need to get to Menethil Harbor in the Wetlands to take the boat to Auberdeen.

Or you can go to Westfall and swim south, it's not that hard. There aren't that many spots you have to worry about getting killed. You can probably run the length of Westfall before jumping in the water. Or you can start at the top and swim the whole way looking for Giant Clams to open. Just don;t stay to close to the shore and you'll pass all the murlocs.

I've gotten the occasional golden pearl from clams caught in Tanaris. They don't come often, though. If you kill the turtles there, thay also have the occasional clam in them. Lately, I've been getting a lot of black pearls there, and only a very few golden. But, the first three pearls I got from that spot (at the Steamwheedle dock) were all golden.

You can't count on getting pearls. They are so random that it doesn't make a lot of sense to count on them appearing.

I searched "pearl" and here is a list:

Small Lustrous:
Top 3 by Drop Percentage
Theramore Marine (13 - 16) 1.75% (284,414)
Southsea Cutthroat (9 - 15) 1.74% (29,617)
Theramore Preserver (13 - 17) 1.71% (60,574)

Blue:
Found Inside:
Giant Clam 56.41% (61008)

Black:
Top 3 by Drop Percentage
Imp Minion (5 - 58) 0.36% (276)
Voidwalker Minion (5 - 57) 0.23% (435)
Lady Szallah (46) 0.22% (454)

Iridescent:
Top 3 by Drop Percentage
Scalebeard (51 - 52)+ 0.18% (1,095)
Scargil (30) 0.18% (554)
Watchman Doomgrip (50 - 55)+ 0.15% (2,665)

Golden:
Top 3 by Drop Percentage
Coast Crawl Deepseer (43 - 44) 0.09% (2,133)
Scalebeard (51 - 52)+ 0.09% (1,086)
Ysondre (1)+ 0.05% (3,783)
