My Tradeskills are both Gathering types: Mining and Skinning with skill levels of 86/121 respectively.
I'm level 15 and Beasts of my own level are showing as Green, which can get old. So I'm thinking I have to start skinning beasts above my own level, which is certainly possible since I have a Pet of equal level to myself, a NightSaber to be exact. I read that Loch Modan is for Level 10 - 25. the Trolls are in the south. Where are the beasts in the Loch in the 16 level? I think I can kill two birds with one stone in the Loch since there is alot of Tin there, particularly in the East, which leads me to my Mining question, but first the skinning one.
Question: Where are suitable levels in the Loch Modan for what I'm seeking?
I have been looking for Tin in Westfall, namely in the Gold Coast Quarry and near Jangolode Mine. The maps claim there is Tin up the Ying Yang in these areas. I have been there twice and Not One Tin Vein shows up. Where can a Level 15-17 find these Veins in relative saftey? I think the next step for my mining is to start making Bronze...

The tin veins that I've found in Westfall are actually inside the tunnels - the Jangolode mine usually has one or two and the cave inside the Quarry has one or two. At your level, you'll probably need to take some friends with you - the pet might not be enough.
In Westfall, the higher level critters are on the east side, along with the tin nodes. This is still verging on lower level for your skinning though. (If you check the "Interactive Maps..." section under Geography to the left here, set the type bar for "beasts", you'll be able to find what sorts of animals in which levels are in each zone). There are a few slightly higher level boars in Redridge mountains, mingled with a lot of spiders (useless for skinning) and a few whelps (great for skinning! Love those scales). Then in Duskwood, you can find a lot of wolves to skin, as well as a few humanoids, but that's pushing your level.
If you really want to level skinning, you might want to go to the other continent - southern Darkshore and western Ashenvale are just full of skinnable creatures. Unfortunately they are both poor in terms of mining.

Eastern Loch modan has a lot of bears and spiders. You can't skin the spiders but there are a lot of bears too.
There's also a hunting lodge over there somewhere that has quests in it assuming you're alliance :-)
The loch itself on its eastern shore has croc's also. It's been quite awhile but I think they are all 16-20th level maybe?
