the best place for worn scales would have to be the elite dragons in BadLands, which if i remember correctly was where you had to get the worn scales for the DS LW quest, but at lvl44 they probably aren't solo-able. You could grind the whelps and maybe even find a whelpling in the process, like i did =D

Green dragon scales come from dragonkin in Swamp of Sorrows and Sunken Temple.
Black dragon scales come from dragonkin in Burning Steppes and UBRS(but you'll need to be lvl60 to solo these and have 305/310 skinning for most in UBRS)
Blue scales come from the dragonkin in Azshara...and i think i've seen some in Winterspring, but i could be mistaken.

I had DS LW for about a month and gave it up 'cos the drop rate for scales is stupid to say the least =S

How do you get Scorpid, Turtle and Whelp scales?
Dragon scales (very rare), turtle scales, and scorpid scales are all aquired through skinning. Only certain turtles, dragons, and scorpids will produce a scale. See Thottbot for details www.thottbot.com. All scales are rare.
