Silver & Tin are really really hard to find.
I've spent a long time just running around the barrens looking for tin & silver on the thottbot & goblinworkshop maps, but I only occassionally find the odd tin or silver. To make matters worse, I find a tin vein in the barrens that gives up after only 1 attempt.
My minning is now holding my engineering back, im stuck at level 173 & I cant afford to keep buying iron from the ah.
I had a run to thousand needles & saw lots of iron, but I cant mine it yet. I'm level 21 so I cant survive long in the iron areas.
The lack of tin & especially silver really feels like an obstacle.

therefore..you pause on mining and engineering, and level up some more.
or you can do like i did for about 10 hours once...i logged in/out at one place where there were like 4 tin/silver veins. every 1 hour or so i would log in and if no one else had been by, there would be about 4 veins waiting for me to mine. 4 veins, 4 points each, countless times logging in. now i can mine iron.
of course, i'm too low to actually get to iron veins that are near the lvl 30 monsters. there are a few around that i can get but the time spent for killing to get there, versus the 1 or 2 times i can actually get some ore, is longer than if i would just spend the next 2-4 hours getting a level or two.
so again...pausing on mining and engineering, and level up some more.
oh one more note...if you dont mind doing some travelling, and maybe meeting up with alliance opponents, the incendite ore in wetlands actually are the same level as tin/silver. and there are lots of those veins in the wetlands cave near loch modan, along with some tin/silver in the cave.
I just hit 125 mining in Loch Modan in the south where the troggs are. Four tin/silver veins in the area (mostly spawn as tin; one of them is in the trogg cave there), plus a ton of copper. Copper bars are good money for me right now, so i didn't mind the relative rarity of the tin veins. I just loaded up on copper while i was waiting for them to respawn. The area is close to the Badlands too, so when you get 125 you can go there and start digging up iron deposits (if you can stay alive, that is).
You should be able to find enough tin in the Barrens to get over 125 (where you can learn Iron). If skill-ups is what you are after, even if you only get 1 tin per node, you should still get the skill up.
A few places in the Barrens where I find tin are in the Oasis around XR. Yeah, you may only find one node at a time but there is usually 1 or two in the water in the 3 oasis's. Also, the Dry Hills in the north are another good place.
In a few levels you'll hit 1K needles and copper-tin-iron are all found there.
