I have a silly question :). How do I know when an item is gonna give me skill increase when i disenchant it? I mean, how can I tell when an item is "grey"? I used to always get skill increases from disenchantments but not anymore. Maybe it depends on item level? I'm a bit confused :)

You can only get skillups on disenchants until about skill 60? or maybe a bit higher/lower. After that you only get skills up when enchanting.
