Can anyone please tell me where I can obtain the plans for this item? I'm going through the Mithril Order quests and need to make a couple, but don't have the ability yet, haven't been gifted it along the way, and can't locate any plans..

I think you can find them in Booty Bay - the blacksmith trainer.
