ok so badlands.... like whats the name of the guy who sells the LW book so I can go past 225... also on a side note whats a safe(est) way to get to him, and is there a level req b4 i can move past 225?.

you have to go in the building near aerie peak, the artisan leatherworking trainer is there. lvl 35 train up to 300 leatherworking, requires 200 skill

There is no book. You go to the Master Leatherworker in Feralas. You have to be at LW lvl 225, and you pay to get a max of 300.

You can go to Aerie Peak to get trained up to increase max skill to 300.
However, if you go to ANY LW trainer, they will tell you where to go to get further assistance.
