Gnomish Engineering Cant Start QuestFollow

Lo,

Have been working on my engeneering got upto 250 and decided that i wanted to to take Gnomish Engineering route the quest is supposed to start with Springspindle Fizzlegear in Ironforge he gives you the Manual of Engineering Disciplines which you take to Tinkmaster Overspark but when i speak to Springspindle Fizzlegear there is only an option to train there is no quest to take. Then if i speak to Tinkmaster Overspark i can recive a Gnome Engineer Membership Card i thought that was a reward for completing the quest? I can also browse the Gnomish Engineering plans dont know if thats normal.

Any help would be great.
