Can anyone tell me if I can get this from a vendor, or if it is a case of bidding on it in the AH?

You buy the recipe in Gadgetzan (Tanaris) from Alchemist Pestlezugg. You must have a philosopher's stone in your inventory in order to make transmutes (ie creating arcanite bars etc). Transmuting is an excellent way of making money for an alchemist.
