If it helps, its found in really alot of the areas but only underwater so go for a swim and ya might find some.
Try looking off the coast of the Wetlands around Menethil or the northwest area of Ashenvale off the coast (probably more in Wetlands though).
There's some at the southern coast of Darkshore/Northern coast of Ashenvale area. Occasionally found on the beach, usually in the shallows just off the beach.

You can go to Westfall and swim up and down the coastline to find stranglekelp.
You'll find some in the water around Fenris Isle, in Silverpine Forest.
