how do I get past 150 is there a quest, a book I need to buy, or a NPC to talk too? Also as a sham what lw path should I take?

Yes have tried talking to the leatherworking trainer in your town?
If so talk to him and get the next level of development in the leatherworking trade i have a lvl 48 hunter with a 239 leatherworking skill.

It sounds like you hit the jouneyman barrier :). Consult http://wow.allakhazam.com/db/guides.html?guide=361#Leatherworking
to see which trainer you need to go to/ which one is closer.

As a Shaman, I would recommend a going Tribal because of the benefits to Stamina and Strength that you recieve and the fact that Devilsaur Leather Armors sell well don't hurt either :)

Dunno if you play horde or not, but once you hit up 150 LW you head to Thunder Bluff and get artisan there. Ask a guard etc.

Yup, you need to speak to Una in TB.

As far as leatherworking path goes, I'm a shaman and have 254 LW and still haven't chosen a path. Tribal has some nice stuff but, as a shaman, you'll be wearing mail, so probably wont get a lot of use out of it yourself. Dragonscale may be your best bet, but I hear that it's a pain to get the scales.
