I can't seem to find back to the trainer for the gnome engineering schematics (alliance). Can someone please remind me where he is found again?

I remember seeing the list of green and red schematics on my screen, but I really can't remember who or where that NPC trainer is anymore. It's quite annoying.

Well, I figured out it was Mechanic Castpipe I was looking for. Isn't that right? But I'm not able to interact with him. Does anyone know when I get access to the rest of the schematics he has available?
