Is there anywhere for a lvl 16 warior to mine tin and silver without getting mauled by high lvl beasts?

The best area I've seen is the Gold Coast Quarry in Westfall. There are a lot of Defias guys there that are between lvl 13 and 15 so if you don't get ganged up on you should be able to hold your own. I'm at 27 now with my warrior and I'm having the same problem finding a place to get iron.
