Trouble with ArmorsmithingFollow

OK I have been playing WoW for quite some time now, so don't go flaming just because you think i haven't read any prior posts on the subject or anything like that. My problem is that the guy in IF will NOT give me the quest to become an armorsmith (the one where you make the different ornate mithril). when i first started armorsmithing i read several walkthroughs on the subject which all said to go to him first and when he did not offer me a quest i just figured that someone got the quest order mixed up and continued to SW to speak with Hank the Hammer. Did hanks quests, did the Booty Bay guy quests, did the STV camp guy's quests and just finished the NE in Gagetzan's quests and recieve my Glimmering Mithril Insignia or whatever it's called. Now when i went back to IF thinking that the quest would now be available it still isn't. After searching the forums about what may be wrong read that they aren't available till you do the low lvl BS quests from the guy beside him (gearing Loch Modan and LakeShire). So i did them and still no quest... does anyone know if i missed something or is it for whatever reason broke for me?
