Some Hunters say it's worthless and others swear by it. Personally, I think it's good armor, but I did not choose to do dragonscale with my Hunter. Farming the mats can be tiresome and buying them is pretty much as costly (or more costly) than just buying the finished item. I chose to wait until I level up my Rogue and Druid alts before I choose a specialty.
Dragonscale is certainly not a bad way to go for Hunter, especially if you plan on staying with the Hunter and not doing alot of altism (Rogue or Druid) stuff. It's even better if you are Horde and want to level up a Shaman alt. IMO, Dragonscale is far better suited to Shaman than Hunter.
The Dragonscale quest is in Azshara (he's kind of south of the center of the zone standing by a tent) and you should be able to get it at 44 with 200+ leatherworking as far as I know.
