Ive been searching all over and I cant find the engineering trainer to learn how to make Solid Blasting Powder. Can any engineers help me out on where to go?

When I get stuck on a recipe I'll search for it on www.Allakhazam.com. I tried searching for "Solid Blasting Powder" and got a link to:

And it shows what mobs drop it and the % chance of them dropping it.

This recipe is bought from an Artisan Engineer like the one in IF. If you have purchased the upgrade to get past level 150 engineering, the trainer who sold you that should have it.
