Is ther eany chance that head and pant can be enchant because i saw few ppl that have enchanted head with +9int or +150 mana, same with pant. so can any ppl tell me is it possible and how.

You can't do it with the Enchanting tradeskill. It's done only with the Libram items such as http://wow.allakhazam.com/db/quest.html?wquest=4484
