Im level 60 with 276 blacksmithing. I've learned all the master weaponsmith recipes. Seril Scourgebane in winterspring still wont give me the quest, he only threatens to cut my head off. What am I missing?

I'm pretty sure you get the quest at 280+ smithing

Tried again at 286 blacksmithing, now he threatens to cut me in half, still no quest. Is there a quest that must be completed first?

Odd - I'm level 57, have 272 smithing and can take the quest. Done all the mithril order quests? Perhaps you need to get a friendly rep with a certain faction?
