has windy ever controlled this region? this is the only one i need basically for the OP quest.if any windurstians want to take this region let me know..my name is venomfang in game.thanks
It is rather odd; it'd be like San d'Oria only VERY rarely controlling Zulkheim. I wonder if SE, in designing the game, hoped that Buburimu would be just as much of a "place to level from 10-20" as Valkurm Dunes, given that subjob-quest items can be found in both of those places? Ah well.

Back during the NA launch, people used to actually XP in Tahrongri/Shakhrami/Buburimu and Kolshushu was usually under Windurst control. Now not so much. Last time I saw that region under Windust control was a few months ago. Not really sure why they can't keep it every now and then.
No not recently. I keep an eye on Kon because its a great outpost to warp to, and 2 of my characters need that supplies quest done. Windy NEVER controls it. It seems that out of the past 10 times, bastok has had it about 8, beastmen once and sandy once.

Keep in mind that leveling in Onzozo in the 60s and leveling in Bibiki bay help keep this outpost under other than windy controlled. Yes, it has been a while...
For what it's worth, Windy has disporportionate control (frequency) over Xarcabard, which is critical for what white mages like to call "the Vazhl shortcut" used to OP oneself home. Sandy hardly ever has that one ... although I was fortunate to do the supply run that week ...
