Quick question about the circusFollow

I see that Windy and Bastok currently share 1st place on the conquest tally. I'm having trouble finding the circus. I've tried both spots at different times today. No luck. Currently waiting in bastok, hoping it will show up. Anyone know if the circus is "shared" btw the two nations? Just b/c i dont remember this happening in the past doesn't mean it hasn't. In fact, I'd assume it has and I didn't take note. If anyone has any input as to how this works I'd really appreciate it. Thanks.
