Altepa or Valkurm, they're not terribly common though.

The OP's highest job is level 58 :X I don't think they have sky access yet.
For right now try just roaming around in altep(be careful of some mobs) and dunes. Use the weather NPC to ensure you don't go to these places for nothing. When fire comes around in dunes, they spawn at a gob camp close to the little mound that takes you into the D-area clearing. Always atleast 2 Fire Elementals there. Yes you read that right 2.

They also spawn in Meriphataud Mountains.
If you are looking for fire crystals, it would be a better use of your time to take a low level job to Fort Ghelsba and kill ep-dc orcs. They drop fire crystals at a decent rate, and you don't have to wait for the elementals

I agree with Kam (who, I think, means Ghelspa?). I got a lot of Fire Crystals back in my tree-logging days there, sometimes when I didn't even want 'em (because I'd come there to get logs for lumber).
