I saw it (not to the point where i need to find it yet) once around H-12/13 in wajaom- only time I've seen it despite leveling there for the better part of a week or so.
Looking it myself for over a week with no luck - checked all zones.
Apparently all servers are encountering this problem and hopefully its not a glitch and it will pop soon.
It moves around every once in a while and apparently stays in one place for approx. 10hrs.

I found them once but didn't want to drop invis to check them as it seems the tigers are sight aggro and will chase you to death, I saw the horseman pics in killingifrit.com but don't know what the footprints are for yet.
