Level 20-25 Qufim=Huh??Follow

I have been putting around qufim for a few days looking to advance 20-25 like I did with my last character.

Except qufim is barren & deserted.

In the dunes there is always 100+ people, and qufim used to always have 60+ people. The past few days it has been 30 people or less, almost everytime of day (RL).

Is there a new leveling spot from 20-25?
