It's quirky, but in a different way than Eureka. With Haven, it's a lot darker (based on a Stephen King novel after all). You have this small sea side town, with tons of secrets. See "The Troubles" come along every 25 years or so and cause problems. Much of the conflict involves dealing episodically with various random troubles that manifest, but also dealing longer term with a town full of people who've learned to be secretive about them. So even those who are "good guys" have secrets and almost by habit don't tell others what they know. So you get the sense that if everyone just got together and compared notes they might be able to figure things out, but no one does. Into this mix comes the main protagonist who's trying to figure out what's happening, having to peel away the layers of secrets, while dealing with the day to day problems that crop up.
And they do have one of the best twists I've ever seen with regard to a main character. The bombshell dropped at the end of season 1, and the followup dealing with that in season 2 is pretty darn amazing. Nothing is quite what it seems. And that's what makes the series interesting.
