From what I've heard, Obama asked Petraeus to stay on but Petraeus was set on resigning. Whether it was an honor thing or a family thing or feeling he was compromised or what, who knows.

For another thing, Congress can subpoena him to testify even if he's a private citizen. Still, I guess the "He had to take a dive to protect Obama from scandal" line fits some people's narrative better than the reality.
