There's still something weird to me about making people take furlough days so you can fund their retirement.

On paper, they mandate the payments for funding people's retirements (or health care costs) in the future. In practice, the money is going into a government-controlled black box. My guess is they're using money out of those accounts to fund other projects that currently don't have the capital to get off the ground. There's probably some amount of tin-foil hat in that guess, but I'd wager it's not far off.
