CHP stands for COmbined Heat and Power. It's also sometimes called DE or Decentralised Energy. Normal power stations produce HUGE amounts of heat, which they then release into the atmosphere as waste. A CHP station is a small two story building, or a small section in an office tower, that generates power for no more than 250-500 buildings. The only expertise I have in building is articles from the VNPA and watching Grand Designs episodes. I don't know what is usually the case. But in many of the Grand Designs housing projects when the owners are making an effort to give their house good eco credentials, or a small environmental footprint, they often have to make a conscious decision to source some, or much, of the building materials from local products. Imported products may be more usual, much cheaper, more obvious, what builders are used to working with, or what have you, but they go with the local product so that the transportation fuel usage is lower.

Yes, we actually have some of the highest rated LEED buildings in the world right here where I live:
