TX can afford to do that because they're economy is booming right now hence the flexibility to do this sort of thing.
Texas is a funny example I see used fairly regularly. I'm not how much attention is given to it in other states, but Gov. Perry touts the Texas economy as one of his huge successes. Given that Perry is the longest serving governor, that Texas has been heavily Republican leaning as of late, and pretty much strongly conservative throughout all of its history I suppose the economy would have to be strong if you want to make a case for the success story of consistent conservative policies.
Presently we have a pretty huge deficit, despite years of conservative control with the mantra of fiscal responsibility. That's despite relying on the Recovery Act more than any other state. Although only about half the states have a lower unemployment rate than Texas, much of Texas employment is in minimum wage jobs, where it ties with Mississippi for the most in the nation. Between the years of 2008 and 2010 Texas was the 8th slowest growing state in terms of gdp per capita.
Fiscally, Texas is a mess. And that is despite all the cuts made in social spending that puts us also far worse in everyone in categories like teen pregnancies, graduation rates, etc.
