1981-1987 had Republican Senate majorities (+11.3, +8.9)
1988-1996 had Democratic majorities in both chambers (+14.0, -1.2)
1996-2006 had Republican majorities in one or both chambers (-8.5, +6.3)
2006-2009 had Democratic majorities in both chambers (+20.5)
I would hardly raise that as a banner of GOP frugality, not that it's a very meaningful measure anyway. For example, I'd assume a decent portion of that +20.5 comes from the drop in GDP following the 2008 market crash combined with the TARP and automotive bailouts (which have been largely repaid since).
