U.S. Department of Justice attorneys have 60 days to appeal. Legal experts said they are under no legal obligation to do so and could let Judge Phillips's ruling stand.

The article goes on to say that the Justice Dept. may appeal since Obama wanted to end DADT through Congress, not the courts.
